The country is undergoing several reforms, the implementation of which was significantly accelerated by the outbreak of the war in Ukraine and its consequences for Moldova and, of course, the accession negotiations with the EU.<\/span><span class=\"NormalTextRun SCXW259363885 BCX0\">\u00a0<\/span><\/span><\/strong>[\/vc_column_text][\/vc_column_inner][\/vc_row_inner][vc_row_inner][vc_column_inner][vc_column_text]<\/p>\n<h2 style=\"text-align: center;\"><span style=\"color: #000000;\"><strong>Programme support for Moldova<\/strong><\/span><\/h2>\n<p>[\/vc_column_text][vc_column_text]<span data-contrast=\"auto\">In 2009, Moldova was designated as a priority country in Slovakia\u2019s mid-term ODA strategy, a status that remains in place. The Slovak Ministry of Finance began its engagement in Moldova following a Memorandum of Cooperation between the finance ministers in early 2011.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:120,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Since the inception of the cooperation, the core focus of support to Moldova has been centered on budgeting assistance. Our current activities in Moldova aim at supporting Moldova\u2019s SDG financing, including in the area of public finance for development, and building resilience of the society. Mobilizing private resources resulted in supporting a project on energy efficiency reconstruction of the buildings belonging to public authorities. First spending reviews have been conducted in the education, agriculture sectors (in collaboration with the IMF), and in healthcare, specifically for pre-hospital emergency care, primary healthcare, specialized ambulatory care, and community and home healthcare. The findings from the healthcare expenditure review were reflected in the 2024 state budget.<\/span><\/span><\/span><\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">In 2025, a <strong>spending review in the social protection sector<\/strong> identified MDL\u202f2,192. (USD\u202f130.5\u202fmillion) of inefficient allocations and enabled their reallocation toward priority sectors. These efforts <a href=\"https:\/\/www.undp.org\/ro\/moldova\/press-releases\/republica-moldova-cu-sprijinul-pnud-institutionalizeaza-exercitiul-de-rationalizare-cheltuielilor-instrument-central-al\" target=\"_blank\" rel=\"noopener\">contributed<\/a> to the <strong>institutionalization of spending reviews<\/strong>, with the Parliament of Moldova approving a law at the end of 2025 that formally embeds them into the national budget process.<\/p>\n<p style=\"padding-left: 40px;\"><span data-contrast=\"auto\">In 2021, based on results and experiences with implemented spending review, the <\/span><b><i><span data-contrast=\"none\">Public Spending Review Methodology<\/span><\/i><\/b> <span data-contrast=\"auto\">was developed for the government. The assistance is provided through workshops and <\/span><b><i><span data-contrast=\"auto\">practical on-the-job trainings<\/span><\/i><\/b><span data-contrast=\"auto\"><span data-contrast=\"auto\">, where Slovak consultants work directly with Moldovan colleagues to implement the expenditure reviews. In 2021, an interdepartmental committee was established to oversee the implementation of the development financing assessment methodology. The DFA serves as a vital tool for the government and ministries when proposing measures in the Public Finance Management Strategy for 2023-2030. In 2012, we developed a PBB Training Program, including a curriculum and training materials. In 2016, following a PBB capacity assessment and training needs analysis, we conducted a comprehensive update of the programme. In 2016, we also further enhanced capacity building by developing a training package focused on monitoring and evaluating program budgets, followed by training sessions for authorities on performance monitoring and reporting. This innovative approach is designed to encourage more sustainable and efficient energy consumption among households and businesses. The project contributed to the creation of the concept and establishment of the <\/span><a href=\"https:\/\/www.legis.md\/cautare\/getResults?doc_id=139097&amp;lang=ro\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Energy Vulnerability Fund<\/span><\/a><span data-contrast=\"auto\"> of the Republic of Moldova and the Information <\/span><a href=\"https:\/\/compensatii.gov.md\/en\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">System Energy Vulnerability Fund<\/span><\/a><span data-contrast=\"auto\">. The <\/span><a href=\"https:\/\/www.undp.org\/moldova\/projects\/closed-contribution-republic-moldovas-energy-vulnerability-reduction-fund\" target=\"_blank\" rel=\"noopener\"><span data-contrast=\"none\">Fund<\/span><\/a><span data-contrast=\"auto\"> is an independent information system that catalogs and processes household requests for classification according to energy vulnerability and manages the allocation of bills compensation. These compensations significantly reduced energy costs for approximately 895,000 households, 78% of which fall into the category of very high energy vulnerability. This initiative significantly improved the living standards of vulnerable families by alleviating their financial costs and allowing resources to be allocated to other critical needs.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:120,&quot;335559740&quot;:240}\">\u00a0<\/span><\/li>\n<\/ul>\n<p>[\/vc_cta][vc_row_inner][vc_column_inner][vc_column_text]<\/p>\n<h2 style=\"text-align: center;\"><strong><span style=\"color: #000000;\">Private sector engagement<\/span><\/strong><\/h2>\n<p>[\/vc_column_text][vc_column_text]In August 2025, we launched the <strong><em>Renewable Energy in Moldova<\/em><\/strong> project, aimed at accelerating the country\u2019s clean energy transition and supporting local development. The project is working with four clusters of merged Local Public Authorities (LPAs) to help them design investment-ready solar energy projects: Roscani, Leova, Geamana, and Calinesti. At the same time, we are strengthening their capacity to collaborate with private sector partners to advance renewable energy and climate goals. Through this initiative, we are contributing to Moldova\u2019s efforts to build a more sustainable, resilient, and energy-secure future.<\/p>\n<p><span data-contrast=\"auto\">In 2023 \u2013 2024, we supported one project through Resource Mobilization Facility (RMF) &#8211; <strong><em>Energy Efficiency of Ministry of Defense Infrastructure in Moldova<\/em><\/strong>. This project piloted an evidence-based approach to energy efficiency (EE) reconstruction of the buildings belonging to public authorities. Energy audits of two selected buildings were conducted and short-term and long-term measures to increase EE were proposed.
