While the country made <\/span><span class=\"NormalTextRun SCXW92550395 BCX0\">significant progress<\/span><span class=\"NormalTextRun SCXW92550395 BCX0\"> in implementing necessary reforms and aligning its laws in the <\/span><span class=\"NormalTextRun SCXW92550395 BCX0\">initial<\/span><span class=\"NormalTextRun SCXW92550395 BCX0\"> years, recent progress has been slower<\/span><span class=\"NormalTextRun SCXW92550395 BCX0\">.<\/span><\/span><\/strong>[\/vc_column_text][\/vc_column_inner][\/vc_row_inner][vc_row_inner][vc_column_inner][vc_column_text]<\/p>\n<h2 style=\"text-align: center;\"><b>Programme support for Montenegro<\/b><\/h2>\n<p>[\/vc_column_text][vc_column_text]<span data-contrast=\"auto\">Slovakia has gained a solid reputation in Montenegro by supporting the country in the process of gaining its state sovereignty. In the context of Slovak development cooperation efforts, Montenegro was assigned a priority country status in the national ODA strategy in 2009. <\/span><span data-contrast=\"auto\">Montenegro is no longer explicitly defined as a priority country in the current strategy, but the Western Balkans is included among priority territories<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:120,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">In Montenegro, we focus on <\/span><span data-contrast=\"none\">enhancing the efficiency, transparency, and accountability of public finance management (PFM)<\/span><span data-contrast=\"auto\">. Several projects also aim to engage private sector in development cooperation. These include the Law on Accounting in the Public Sector and related secondary legislation, Central Chart of Accounts Rulebook, the Communication Plan for the Transition to Accrual Accounting, Analysis of Accounting Transactions in the Public Sector under the European System of Accounts &#8211; ESA, and updates to the Chart of Accounts (CoA). In 2025, analytical support and capacity building were provided to all 25 municipalities to assess readiness, identify gaps, and develop roadmaps for applying the Law on Accounting in the Public Sector.<\/li>\n<\/ul>\n<p style=\"padding-left: 40px;\">Thanks to the project\u2019s support for capacity building, trainings on the IPSAS methodology were conducted directly at the Ministry of Finance. Through a partnership with the <a href=\"https:\/\/www.cef-see.org\/\">Centre of Excellence in Finance<\/a> and \u00a0<a href=\"https:\/\/www.cipfa.org\/\">CIPFA<\/a>, more than 100 public sector accountants were trained between 2015 and 2020, with 75 of them obtaining CIPFA certificates. The issues include a lack of proper landfills, many of which do not meet ecological standards, as well as a minimal and inefficient recycling system, particularly for waste such as tires, electronic waste, and construction debris.
