This requires enhancing Public Financial Management (PFM), which traditionally focuses on efficient resource distribution and long-term fiscal sustainability. Uzbekistan has already implemented extensive PFM reforms, with a new <strong>PFM Reform Strategy for 2025\u20132030<\/strong> set to continue this progress.<\/p>\n<p>UNDP and Slovakia aim to help the Government of Uzbekistan establish a clear, results-driven strategic planning and budgeting system in Uzbekistan, aligned with the Sustainable Development Goals (SDGs) and green development priorities. Implementation of the project started in January 2025.[\/vc_column_text][vc_cta h2=&#8221;Key achievements&#8221; h2_font_container=&#8221;tag:h3|text_align:center&#8221; h2_use_theme_fonts=&#8221;yes&#8221; h4_font_container=&#8221;tag:h4|text_align:left&#8221; add_icon=&#8221;top&#8221; i_icon_fontawesome=&#8221;fas fa-check-circle&#8221; i_size=&#8221;lg&#8221; use_custom_fonts_h2=&#8221;true&#8221; use_custom_fonts_h4=&#8221;true&#8221; i_on_border=&#8221;true&#8221;]<\/p>\n<ul>\n<li>At the early stage of the project, Uzbekistan is creating the foundation for evidence-based policy decisions by building institutional and technical capacities, preparing officials and institutions to integrate SDGs and green priorities into planning and budgeting in the future.<\/li>\n<\/ul>\n<p>[\/vc_cta][vc_column_text]<\/p>\n<h2 style=\"text-align: center;\"><strong>Private sector engagement<\/strong><\/h2>\n<p>[\/vc_column_text][vc_column_text]To expand investments for the SDGs, we currently support two projects that unlock external financing, especially private finance, alongside knowledge, expertise, and technologies.<\/p>\n<p>In March 2026, the project <em><strong>Strengthening Climate-Resilient Horticulture and Water Management Systems in Uzbekistan<\/strong><\/em> was launched. Horticulture is a key driver of agricultural diversification and rural employment in Uzbekistan, with Samarkand, Kashkadarya, and Tashkent among the main production regions. At the same time, effective water management is critical, as agriculture accounts for around 90% of national water use, while outdated infrastructure leads to significant losses. The project therefore focuses on modernizing horticulture and water management in these regions by generating evidence, developing practical recommendations, and piloting innovative approaches to support climate-resilient transformation.<\/p>\n<p><span data-contrast=\"auto\">The project aligns with\u00a0the\u00a0<\/span><a href=\"https:\/\/lex.uz\/docs\/6971398\"><span data-contrast=\"none\">Strategy for the Development of Agriculture of The Republic of Uzbekistan for 2020-2030<\/span><\/a><span data-contrast=\"auto\">,\u00a0the\u00a0Water Resource Management Concept 2020\u20132030, and the 2025\u20132028 Irrigation Development Program.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335551550&quot;:6,&quot;335551620&quot;:6,&quot;335559739&quot;:120,&quot;335559740&quot;:240}\">\u00a0<\/span><\/p>\n<p>In August 2025, we launched the project <strong><em>Energy Audits \u2013 Unlocking the Potential of Energy Efficiency in the Public Sector of Uzbekistan<\/em>,<\/strong> aimed at improving the energy efficiency of public buildings across the country. The project supports the adoption of a transparent and standardized approach to achieving energy savings in the reconstruction and construction of public buildings. A key component of this effort is the development of a national certification system for energy auditors. Our activities also focus on building the capacity of both current and future energy auditors through targeted training, including the practical implementation of at least two energy audits in public buildings.
