Three years have passed since the Slovak Ministry of Finance joined the Center of Excellence in Finance\u2019s Governing Board.<\/span><\/span> How does Southeast Europe benefit from it?\u00a0<\/span><\/span><\/strong><\/h3>\n

More meetings, more learning activities, better institutional relations,\u00a0<\/span>new channels for cooperation,\u00a0<\/span>a\u202fdeepened partnership, and tangible results in\u00a0<\/span>implementation of public financial management (PFM) reforms<\/span>.<\/span>\u00a0As strategic partners, th<\/span>e Slovak Ministry of Finance<\/span>\u00a0and the<\/span>\u00a0Center of Excellence in Finance<\/span>\u00a0prepare way for countries that seek improvements in\u00a0<\/span>public finance<\/span>.<\/span>\u00a0<\/span><\/p>\n

Who is who<\/h3>\n

Sound\u00a0public finance management\u00a0and good governance in partner countries\u00a0is one of the main objectives of\u00a0the Ministry of Finance of the Slovak Republic<\/a>\u00a0within the framework of the Slovak development cooperation. Needless to say, public finance management reform is widely regarded as one of the most successful areas in Slovakia \u0301s economic transition. The expertise has been shared in the international arena, e.g. via\u00a0Public Finance for Development Programme<\/a>\u00a0(in partnership with the UNDP) or, more recently, thanks to the cooperation with the\u00a0Center of Excellence in Finance<\/a>\u00a0(CEF). CEF is an international organization with the mission to support capacity development for finance officials in the South East Europe through learning.<\/p>\n

The\u00a0<\/span>Slovak\u00a0<\/span>Ministry of Finance<\/span>\u00a0<\/span>and the C<\/span>EF<\/span>\u00a0share common objectives in development cooperation, which is capacity building and institutional building of finance ministries in Southeast Europe. This cooperation builds on the\u00a0<\/span>donor\u00b4s development team\u00a0<\/span>experience and the\u00a0<\/span>Slovak M<\/span>oF<\/span>\u00a0<\/span>public finance management expertise.<\/span><\/p>\n

R<\/span>esults\u00a0<\/span>one can see<\/span>\u00a0<\/span>\u00a0<\/span><\/h3>\n

The cooperation between the two institutions dates back to\u00a0<\/span>2010<\/span>.\u00a0<\/span>The Slovak MoF experts lend a\u202fhelping hand in\u00a0<\/span>designing and implementing peer-to-peer learning activities for finance officials in South<\/span>e<\/span>ast Europe<\/span>, and they also share lessons learned\u00a0<\/span>with them\u00a0<\/span>through written\u00a0<\/span>various channels (case studies, articles and videos)<\/span>.<\/span>\u00a0The cooperation\u00a0<\/span>started with in-kind expertise contributions. It\u00a0<\/span>has become more intense s<\/span>ince 2018<\/span>\u00a0when<\/span>\u00a0the Slovak MoF<\/span>\u00a0started to cooperate with the\u00a0<\/span>CEF<\/span>\u00a0on capacity building delivery\u00a0<\/span>directly<\/span> through long-term bilateral projects.<\/span><\/p>\n

PACT 3 Montenegro (2018-2020) aims at supporting the Government of Montenegro in transition towards accrual accounting and adoption of the International Public Sector Accounting Standards (IPSAS). In the period between autumn 2018 and spring 2020, the PACT program helped train the third generation (G3) of up to 40 students at the certificate level.<\/span>\u00a0Localization of the Training for Public Accountants in Montenegro\u00a0<\/span>(<\/span>read m<\/span>ore<\/span><\/a>) serves as a\u202fshining example of the project achievements that both CEF and the Slovak MoF are proud of.<\/span>\u00a0FISR \u2013 Case of Moldova (2020 \u2013 2021) is a project aimed at supporting public officials to improve their ability for comprehensive assessment of fiscal implications of structural reforms.\u00a0<\/span>\u00a0<\/span><\/p>\n
