Slovakia supported Montenegro in gambling legislation revision. Lenka Hasprov\u00e1, an expert from the Slovak Ministry of Finance, assisted with IT solutions improvement.\u00a0<\/strong><\/h4>\n

Lenka\u00a0<\/span><\/span>Hasprov\u00e1<\/span><\/span>, the Ministry of Finance of the Slovak Rep<\/span><\/span>ublic<\/span><\/span>\u00a0expert<\/span><\/span>\u00a0on\u00a0<\/span><\/span>development of public administration information systems<\/span><\/span>,<\/span><\/span>\u00a0<\/span><\/span>shared her impressions and observations about her technical cooperation\u00a0<\/span><\/span>within<\/span><\/span>\u00a0the MF SR \u2013 UNDP\u00a0<\/span><\/span>project in the area of regulation and monitoring of gambling<\/a><\/span><\/span>\u00a0in Montenegro. Lenka graduated the Masaryk University in Brno, where she studied informatics with\u00a0<\/span><\/span>focus\u00a0<\/span><\/span>on information systems development. Later<\/span><\/span>,<\/span><\/span>\u00a0she worked on information systems development in the human resources area as a\u202fchief system and business analyst. She has worked for the Ministry<\/a> for six years.<\/span><\/span> She is also a qualified electrical engineering expert witness.<\/span><\/em><\/p>\n

1. In autumn<\/span><\/b>\u00a02019<\/span><\/b>,<\/span><\/b>\u00a0<\/span><\/b>you participated\u00a0<\/span><\/b>in<\/span><\/b>\u00a0the technical assistance project to M<\/span><\/b>ontenegro<\/span><\/b> in the field of gambling monitoring.<\/span><\/b>\u00a0What was your role in the programme and how would you describe the cooperation with the Montenegrin partners?<\/span><\/b>\u00a0<\/span><\/p>\n

I\u202fwas engaged as an international consultant for system and process analyses. My task was to\u00a0<\/span>analyze<\/span>\u00a0the current information system\u00a0<\/span>solution\u00a0<\/span>for gambling regulation and monitoring. At the same\u00a0<\/span>time<\/span>,<\/span> I\u202fhad to evaluate the IT system from the functional perspective and provide recommendations for its further development.<\/span>\u00a0<\/span><\/p>\n

The cooperation with the Montenegrin team was very good. The system management and operation\u00a0<\/span>is<\/span> administered by the experts, who are well informed in that area. <\/span>Owing\u00a0<\/span>to their knowledge and expertise<\/span>,<\/span>\u00a0I\u202fha<\/span>ve<\/span>\u00a0been receiving\u00a0<\/span>specific<\/span>, relevant and swift respon<\/span>ses to<\/span>\u00a0my questions. Without their fast reactions<\/span>,<\/span>\u00a0I\u202fwould not have been able to deliver in such a\u202fshort time.<\/span>\u00a0<\/span><\/p>\n

2. How did this work\u202fexperience benefit\u202fyour personal development and <\/span><\/b>career<\/span><\/b>?<\/span><\/b>\u00a0<\/span><\/p>\n

This experience<\/span>\u00a0once again<\/span>\u00a0<\/span>proved\u00a0<\/span>that frankness, professionalism, and expertise open up the doors of communication. This work provided me with an opportunity to apply my technical experience in an international arena, for which I\u202fam very grateful. It was also very interesting to get acquainted with the approaches to information systems development in Montenegro. In some <\/span>cases<\/span>\u00a0it would be great to apply those approaches in Slovakia as well. In Montenegro,\u00a0<\/span>the\u00a0<\/span>information systems\u00a0<\/span>are being<\/span>\u00a0<\/span>developed in<\/span>\u00a0a<\/span>\u00a0more agile way<\/span>, thus<\/span>\u00a0the<\/span>ir<\/span>\u00a0life cycle\u00a0<\/span>is<\/span>\u00a0much faster without negative impact<\/span>\u00a0on<\/span>\u00a0quality<\/span>.<\/span>\u00a0<\/span><\/p>\n

3. Why do governments introduce online solutions for gambling monitoring?<\/span><\/b>\u00a0<\/span><\/p>\n

Regulation in this area<\/span> is considered essential for mitigating the social and economic <\/span>impact of excessive gambling (e.g.\u00a0addiction, prevention of youth gambling problems) and for monitoring and raising public revenues.\u00a0<\/span>Systemic solutions also\u00a0<\/span>eliminate<\/span> the risk of human error and allow for more effective data recording. Moreover<\/span>,<\/span>\u00a0the<\/span>y provide a tool for collecting\u00a0<\/span>statistical data<\/span>, allowing for their analysis and storage<\/span>.<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n

4. What is behind the term information system for online monitoring of gambling?<\/span><\/b>\u00a0<\/span><\/p>\n

This information system is designed to enable automation and digitalization of business pro<\/span>cesses associated with gambling\u00a0<\/span>prevention and control. The processes programmed in the information system for gambling monitoring had been followed even before the system operation. <\/span>However, digitalization of these processes <\/span>enables more efficient and accurate control, improves data recording and eliminates the risk of human failures.<\/span>\u00a0<\/span><\/p>\n

Whereas in the physical world<\/span>,<\/span>\u00a0the\u00a0<\/span>execution\u00a0<\/span>of\u00a0<\/span>control<\/span>s<\/span>\u00a0and processing\u00a0<\/span>of<\/span>\u00a0<\/span>their\u00a0<\/span>results can take<\/span>\u00a0several<\/span>\u00a0hours,<\/span>\u00a0even days, digitally this can be done in<\/span>\u202fsecond<\/span>s. Through<\/span> online monitoring, the control can be\u00a0<\/span>performed in real time without an in-person check at the physical location<\/span>. At the same time, it allows for monitoring several\u00a0<\/span>gambling\u00a0<\/span>spots or operators simultaneously and without\u00a0<\/span>any staff increase. Online monitoring systems contribute <\/span>to the\u00a0<\/span>protection of gamblers,<\/span>\u00a0<\/span>youth and<\/span>\u00a0health,<\/span>\u00a0<\/span>e.g.\u00a0<\/span>through the connection of the system to various public registers, against which it is possible to check the personal details of each person and exclude him<\/span>\/her from participation in gambling.<\/span>\u00a0<\/span><\/p>\n

5. What <\/span><\/b>functionalities does<\/span><\/b>\u00a0an IT system ha<\/span><\/b>ve<\/span><\/b>\u00a0to\u00a0<\/span><\/b>possess<\/span><\/b>\u00a0<\/span><\/b>in order for\u00a0<\/span><\/b>a\u202fgovernment\u00a0<\/span><\/b>to\u00a0<\/span><\/b>be<\/span><\/b>\u00a0able to control and monitor\u00a0<\/span><\/b>gambling efficiently<\/span><\/b>?<\/span><\/b>\u00a0<\/span><\/p>\n

Firstly,<\/span>\u00a0th<\/span>e<\/span>\u00a0processes related to\u00a0<\/span>monitoring and control<\/span>s need to be<\/span>\u00a0set up correctly. The same\u00a0<\/span>goes\u00a0<\/span>for<\/span>\u00a0the<\/span>\u00a0<\/span>development of<\/span> algorithms. It is<\/span> also very beneficial if the gambling regulation\u00a0<\/span>specialists<\/span> are closely consulted during <\/span>an\u00a0<\/span>information system <\/span>development.<\/span>\u00a0<\/span>A<\/span>\u202fwell-designed legislation<\/span>\u00a0which<\/span>\u00a0effectively\u00a0<\/span>supports the<\/span>\u00a0intended information system\u00a0<\/span>operation<\/span>\u00a0is paramount.<\/span>\u00a0<\/span>As a matter of fact, the IT\u00a0<\/span>system\u00a0<\/span>mirrors the\u00a0<\/span>legislation<\/span>\u00a0and applies the regulative framework\u00a0<\/span>into<\/span>\u00a0practice<\/span>. These are just the basic lines.<\/span><\/p>\n

6. What <\/span><\/b>are\u00a0<\/span><\/b>the recent<\/span><\/b>\u00a0achievements and the biggest challenges of\u00a0<\/span><\/b>Montenegro\u00a0<\/span><\/b>in this area?<\/span><\/b>\u00a0<\/span><\/p>\n

In my opinion, Montenegro has got<\/span>\u00a0excellent<\/span>\u00a0information and communication technologies<\/span>\u00a0<\/span>experts<\/span>.<\/span>\u00a0When working on the project, I\u202fmet\u00a0<\/span>with\u00a0<\/span>top specialists<\/span>,\u00a0<\/span>proud<\/span>\u00a0of their job<\/span>,\u00a0<\/span>who<\/span>\u00a0approached their work with great responsibility.\u00a0<\/span>Those people had managed to develop<\/span> a very solid <\/span>information system in a\u202fvery short time<\/span>,\u00a0<\/span>which is something to applaud<\/span>. I\u202fdo not dare<\/span>\u00a0to speak about<\/span>\u00a0their challenges,\u00a0<\/span>but<\/span>\u00a0I\u202fwish them\u00a0<\/span>success\u00a0<\/span>in keeping the high standard and\u00a0<\/span>the pace\u00a0<\/span>they\u00a0<\/span>have\u00a0<\/span>set.<\/span>[\/vc_column_text][\/vc_column][\/vc_row]<\/p>\n<\/div>","protected":false},"excerpt":{"rendered":"
