In<\/span>\u00a0December 2025, UNDP and the Ministry of Economy and Finance organized a three-day practical training to strengthen national experts\u2019 skills in programme-based budgeting, integrating SDGs<\/span>\u00a0i<\/span>nto public finance management.<\/span><\/span>\u00a0<\/span> \u00a0<\/strong><\/h3>\n

Programme-based budgeting (PBB) puts results at the\u00a0centre\u00a0of public spending, linking policy priorities with budget allocations to deliver measurable outcomes and better value for money. In Uzbekistan, PBB is a key reform tool for strengthening public finance management and promoting strategic, sustainable budgeting.<\/span>\u00a0<\/span><\/p>\n

\u201cProgramme-based budgeting is\u00a0an important tool\u00a0for achieving strategic\u00a0objectives\u00a0and ensuring that resources are\u00a0allocated\u00a0effectively and transparently. The training is\u00a0an important step\u00a0toward building the capacity needed for these public finance reforms,\u201d noted Aynur\u00a0Bakaybayeva, Head of the Gender and Green Budgeting Methodology Division at the Ministry of Economy and Finance.<\/span>\u00a0<\/span><\/p>\n

Expanding Practical Skills<\/span><\/span><\/h3>\n

To build practical PBB skills among national\u00a0experts, and\u00a0following the results of the recently conducted\u00a0<\/a><\/span>Training of Trainers (ToT)\u00a0for specialists from the Ministry of Economy and Finance and pilot ministries, UNDP and the Ministry of Economy and Finance organized a\u00a0three-day practical training seminar\u00a0from 10 to 12 December 2025.<\/span>\u00a0<\/span><\/p>\n

The current phase aimed to strengthen the capacity of experts from ministries through hands-on exercises. Participants from strategic planning, budgeting, and internal audit departments collaborated across ministries, enhancing interagency cooperation and sharing experiences.<\/span>\u00a0<\/span><\/p>\n
