Uzbek experts<\/span>\u00a0<\/span>visited Slovakia to explore ESCOs and energy auditing best practices. The\u00a0<\/span>study visit\u00a0<\/span>supports Uzbekistan\u2019s\u00a0<\/span>efforts<\/span> to boost energy efficiency.<\/span><\/span>\u00a0\u00a0<\/strong><\/h3>\n

With UNDP and Slovak support, the Government of Uzbekistan is taking active steps to enhance energy efficiency and reduce greenhouse gas emissions. As part of these efforts, a\u00a0group\u00a0of\u00a013\u00a0Uzbek specialists visited Slovakia to learn from the country\u2019s experience in energy efficiency and ESCO (Energy Service Company) projects.<\/span>\u00a0<\/span><\/p>\n

The event brought together representatives of public institutions,\u00a0including the\u00a0<\/span>Inspection for Control of Electricity, Petroleum Products, and Gas Usage<\/span><\/a>,\u00a0the\u00a0<\/span>National\u00a0Agency for Energy Efficiency under the Cabinet of Ministers<\/span><\/a>,\u00a0and\u00a0<\/span>JSCB Uzbek Industrial and Construction Bank<\/span><\/a>,\u00a0and\u00a0private sector companies.<\/span>\u00a0<\/span><\/p>\n

The study visit provided Uzbek experts with an opportunity to explore Slovak approach to the development and management of ESCO and Super ESCO schemes, as well as the structuring of related financial instruments. Through direct engagement with practitioners, the\u00a0group\u00a0gained practical insights into Energy Performance Contracts (EPCs), national auditor certification systems, and quality assurance mechanisms, including Measurement and Verification (M&V) protocols.<\/span>\u00a0<\/span><\/p>\n

The program also included B2B meetings with Slovak companies experienced in the ESCO model, as well as a site visit to a specific ESCO project implemented by one of these companies.<\/span>\u00a0The practical learning was highlighted by\u00a0<\/span><\/span>Feruza\u00a0<\/span>Nigmatova<\/span><\/span><\/strong>, CEO at RAF LLC, who explained that\u00a0<\/span>\u2018<\/span>From a design perspective, the most relevant lesson was how energy audits and performance requirements are integrated into the early stages of building design\u00a0<\/span>or\u00a0<\/span>renovation<\/span>\u00a0project<\/span>, ensuring that energy efficiency is embedded from the outset rather than treated as separate exercise.<\/span>\u2019<\/span><\/span>\u00a0<\/span><\/p>\n

This experience will\u00a0<\/span><\/span>serve as<\/span><\/span><\/span>\u00a0a basis for<\/span><\/span><\/span>\u00a0<\/span><\/span>a concrete model for establishing national certification requirements, training programs, and quality control mechanisms for energy auditors.<\/span>\u2019<\/span><\/span><\/p>\n

Insight<\/span>s<\/span>\u00a0Gained and Prospects for Cooperation<\/span><\/span>\u00a0<\/span><\/h3>\n

From 3 to 5 February 2026, Bratislava hosted a study visit bringing together Uzbek and Slovak experts to examine how\u00a0to further unlock\u00a0energy efficiency in the construction sector. The exchange focused on strengthening national frameworks, professional capacities, and public\u2013private cooperation as key enablers for mobilising sustainable, long-term investment in Uzbekistan energy sector.\u00a0<\/span>\u00a0<\/span><\/p>\n

Building on the visit, Slovak experts will support a comparative assessment of energy audit standards in Uzbekistan and\u00a0toward\u00a0the EU\u00a0standards, with recommendations for closer alignment, alongside similar work on the practical application of ESCO and related contracting models.<\/span>\u00a0<\/span><\/p>\n

\u2018The\u00a0insights gained\u00a0during the visit will directly\u00a0support\u00a0Uzbekistan follow-up action by providing practical benchmarks for institutional setup, regulatory design, and the introduction of a national energy auditor certification system. Furthermore, the visit strengthened cooperation between Slovak and Uzbek institutions.\u00a0It is proposed to formalize this collaboration through a Memorandum of Understanding between the National Agency for Energy Efficiency under the Cabinet of Ministers of Uzbekistan and the Slovak Innovation and Energy Agency. This partnership is expected to support\u00a0long-term systematic\u00a0policy dialogue, technical\u00a0assistance, and pilot ESCO projects aimed at operationalizing energy efficiency reforms in Uzbekistan,\u2019concluded\u00a0<\/span>Akmal\u00a0Abdunazarov<\/span><\/b>, Deputy\u00a0Head of the Department on Energy Efficiency in Regions,\u00a0National\u00a0Agency for Energy Efficiency\u00a0in Uzbekistan.<\/span>\u00a0<\/span><\/p>\n
