Tashkent, 18-19 June 2026<\/strong>\u00a0\u2013 UNDP, in partnership with the Ministry of Economy and Finance of the Republic of Uzbekistan, launched a two-day training programme on “Aligning Public Finance with Sustainable Development Goals and Green Priorities in Uzbekistan” for officials from the Ministry of Economy and Finance, sectoral ministries, government agencies, and members and staff of the Legislative Chamber of the Oliy Majlis.<\/p>\n

The training was organized within the framework of ongoing public financial management reforms to strengthen participants’ practical skills in integrating Sustainable Development Goals (SDGs) and climate priorities into strategic planning and budgeting processes in Uzbekistan.<\/p>\n

“Public finance plays a vital role in achieving the key objectives of Uzbekistan’s Development Strategy, including reducing poverty, promoting green principles, improving environmental conditions, and reducing inequality. This is because public finance is the primary source of financing for any country’s development priorities. If the state budget is aligned with the Sustainable Development Goals, it means that we are on the right path. Strengthening the capacities and skills of public officials is essential to this process. This is why initiatives like this training programme are of particular importance,”\u00a0noted Ahadbek Khaydarov, Deputy Minister of Economy and Finance of the Republic of Uzbekistan.<\/p>\n<\/div>\n

As Uzbekistan advances the implementation of the Uzbekistan 2030 Strategy and its Public Financial Management Reform Strategy, including the adoption of the State Budget as a law, introduction of a medium-term Fiscal Strategy, and gradual implementation of programme-based budgeting, aligning public finance with sustainable development priorities is becoming increasingly important. The training provided a platform to explore international experiences and practical tools for SDG budget tagging, Green Public Financial Management, programme-based budgeting, and performance evaluation, enabling policymakers to better connect public spending with development outcomes and improve transparency, efficiency, and accountability.<\/p>\n

“One of the reasons why this training is so impactful and critical is that the diverse ministries and agencies responsible for public finance are coming together to review the targeted goals for the country’s future and make sure that every dollar spent and allocated is going toward the common collective achievement of the people of Uzbekistan,”\u00a0said Akiko Fujii, Resident Representative of UNDP in Uzbekistan, in her opening remarks.<\/p><\/blockquote>\n

During the two-day programme, participants engaged in presentations, interactive discussions, and group exercises led by an international expert. The sessions covered a broad range of topics, including strategic budgeting for sustainable development, SDG-aligned budget tagging, programme-based budgeting reforms, and approaches to integrating SDGs including green priorities at both national and subnational levels. Participants from the State Budget Policy Department, Fiscal Policy Department, Institute for Fiscal Studies, Training Centre, and other relevant divisions actively exchanged experiences and discussed practical reform options.<\/p>\n

In addition, national experts presented the Joint Green and SDG Budget Tagging Methodology and the results of its piloting based on budget execution for 2025. \u00a0 The methodology was developed under the joint project of the Ministry of Economy and Finance and UNDP, “Support to Financing Green Development in Uzbekistan” financed by the European Union through the French Development Agency (AFD).<\/p>\n<\/div>\n

The training also offered an opportunity to strengthen the link between budget allocations and development outcomes, supporting Uzbekistan’s efforts to consolidate a more results-oriented, resilient, inclusive, and sustainable public finance system. By enhancing institutional capacities and fostering a shared understanding of SDG and green priority-aligned budgeting, the initiative represents another important step toward institutional capacity building, adoption of international best practices, and improvements in budget effectiveness and accountability.<\/div>\n

About the Project<\/strong><\/h3>\n

The training was organized under the Public Finance for Development in Uzbekistan Project, implemented by UNDP in partnership with the Ministry of Economy and Finance of the Republic of Uzbekistan and financed by the Ministry of Finance of the Slovak Republic. The project aims to strengthen the Government\u2019s institutional and technical capacities to transition to an SDG-oriented budgeting framework, using green budgeting to achieve measurable economic, social, and environmental outcomes. It promotes a shift towards performance-based, sustainable, and programme budgeting across government institutions, improving planning, budgeting, and SDG tracking through outcome-based resource allocation. The expected result is a strengthened legal and institutional framework that integrates SDGs and green priorities into Uzbekistan\u2019s planning and budgeting processes.<\/p>\n
