Uzbekistan

Since 2017, Uzbekistan has pursued ambitious reforms focused on sustainable, inclusive development and achieving the SDGs. Evidence of this is the adoption of the National Development Strategies 2017–2021 and 2022–2026, and “Uzbekistan – 2030” strategy. 

Programme support for Uzbekistan since 2025

In Uzbekistan, integrating the SDGs into strategic planning and public budgeting has become a public policy key priority. This requires enhancing Public Financial Management (PFM), which traditionally focuses on efficient resource distribution and long-term fiscal sustainability. Uzbekistan has already implemented extensive PFM reforms, with a new PFM Reform Strategy for 2025–2030 set to continue this progress.

UNDP and Slovakia aim to help the Government of Uzbekistan establish a clear, results-driven strategic planning and budgeting system in Uzbekistan, aligned with the Sustainable Development Goals (SDGs) and green development priorities. Implementation of the project started in January 2025.

PRIVATE SECTOR ENGAGEMENT

In August 2025, we launched the project Energy Audits – Unlocking the Potential of Energy Efficiency in the Public Sector of Uzbekistan, aimed at improving the energy efficiency of public buildings across the country. The project supports the adoption of a transparent and standardized approach to achieving energy savings in the reconstruction and construction of public buildings. A key component of this effort is the development of a national certification system for energy auditors. Our activities also focus on building the capacity of both current and future energy auditors through targeted training, including the practical implementation of at least two energy audits in public buildings. A crucial aspect of the project is to catalyze long-term investment by fostering partnerships between public institutions, the banking sector, and private companies.

The project is aligned with Uzbekistan’s National Strategy for Transition to Green Economy for 2019-2030 and is part of the Cooperation Agreement between the Ministry of Economy and Finance of Uzbekistan and UNDP.
