Center of Excellence in Finance (CEF) collects value-creation stories to better understand the impact of their activities on the work of individual participants, as well as their organizations. Here is the story of Ms. Viorica Neclea from Moldovan ministry of Finance who attended several CEF learning events.
Ms. Viorica Neclea mentioned Training of Trainers (ToT) workshop that she attended in February 2015 as the most significant impact of CEF learning process on her work in Moldova. She learned the essential features of effective communication and how to give powerful presentations.
She also mentioned her involvement in the “Budget Submissions in Line ministries” workshop – funded by SR-UNDP “partnership project”, which supports public financial management capacity development in Moldova. This cooperation between the CEF and PFD programme (part of “partnership project”) perfectly complemented Moldovan domestic efforts, helping participants to learn more about good practice and reform experiences elsewhere in the region. According to Ms. Neclea the CEF plays an important role as a knowledge hub in South East Europe and she thinks it could even extend its role in the region in future.
