The Public Procurement Agency of Bosnia and Herzegovina and the United Nations Development Programme (UNDP) have formally strengthened their collaboration with the signing of a Memorandum of Understanding.
Signing the Memorandum on 20 June 2025 marks a significant step toward improving the public procurement system and modernizing public finance in the country. A transparent public procurement system is essential for building public trust in institutions, reducing the risk of corruption, and ensuring more efficient use of public funds, all of which directly contribute to improving the quality of life for citizens across Bosnia and Herzegovina.
Tarik Rahić, Director of the Public Procurement Agency of BiH, emphasized the importance of modernizing the procurement system to strengthen transparency and accountability in public administration.
Renaud Meyer, UNDP Resident Representative in BiH, highlighted the importance of effective public procurement as a tool for social progress and a reflection of Bosnia and Herzegovina’s commitment to achieving the Sustainable Development Goals.
The Memorandum outlines a shared commitment to:
- implementing the Public Procurement Strategy for 2024–2028
- drafting a new Public Procurement Law for Bosnia and Herzegovina.
This initiative plays a pivotal role in Bosnia and Herzegovina’s path to Euro-Atlantic integration and fulfilling key reform priorities. It also represents a major contribution to aligning BiH’s public procurement system with EU standards and modernizing public finance practices in the country.

The activities are carried out in partnership with the European Union in Bosnia and Herzegovina and SIGMA, and with the support of the Ministry of Finance of the Slovak Republic through the project “Building efficient and transparent local public finance system in Bosnia and Herzegovina (BET-PFM),” implemented by UNDP in BiH.
