To support Uzbekistan’s transition to programme-based budgeting, a three-day Training of Trainers (ToT) on programme budgeting was organized in October 2025.
Uzbekistan is taking important steps to make public spending more efficient, transparent, and results-driven through the introduction of programme-based budgeting. To strengthen national capacity for this reform, the training was held in Tashkent on 22–24 October 2025.
It was jointly organized by the United Nations Development Programme (UNDP) and the Ministry of Economy and Finance of the Republic of Uzbekistan within the framework of the Public Finance for Development in Uzbekistan project, supported by the Ministry of Finance of the Slovak Republic.
Practical Training and Engagement of Ministries
The training brought together specialists from the Ministry of Economy and Finance, the Institute of Fiscal Studies, the Training Centre, and several sectoral ministries piloting programme budgeting in 2025. They include:
- Ministry of Economy and Finance of the Republic of Uzbekistan,
- National Agency for Social Protection,
- Ministry of Agriculture Resources,
- Ministry of Water Resources,
- Ministry of Ecology, Environmental Protection and Climate Change,
- Ministry of Pre-school and School Education,
- Ministry of Higher Education, Science and Innovation,
- State Assets Management Agency,
- …and others.

During the training, participants developed practical skills in designing budget programmes and defining outcomes. They also learned how to estimate programme costs and monitor performance effectively. They applied these methods by analyzing and discussing pilot budget programme passports, bridging theory with real-world practice. The sessions were led by international consultant Tatiana Vinogradova and supported by UNDP national experts.
“The training gave participants a clear understanding of approaches and methods for developing, monitoring, and evaluating budget programmes. It also contributed to their professional growth and strengthened their knowledge and skills in programme budgeting,” noted Sherkhon Sayfutdinov from the Ministry of Economy and Finance.
Participants also prepared draft training modules and were awarded Certificates of Participation. They will now serve as trainers in their respective institutions, helping spread knowledge and strengthen national expertise in programme-based budgeting.
